Andhra Pradesh’s 2025–26 Tech Investment Push: What the State Government Can Fairly Claim Credit For<p>Andhra Pradesh’s technology-investment pipeline now contains some unusually large names and numbers. Google has begun constructing a $15 billion AI infrastructure hub around Visakhapatnam. A Reliance-led joint venture has announced another multibillion-dollar AI data-centre project. Cognizant is developing a permanent technology campus in the city, while Amaravati is building a Quantum Valley with IBM and TCS.</p><p>Those projects are real. But they are also at very different stages, and the political question is more complicated than declaring that one government “brought” all of them.</p><h2>The Biggest Shift Is Happening Around Visakhapatnam</h2><p>The largest project is Google’s first AI hub in India.</p><p>In October 2025, <a href="https://blog.google/intl/en-in/company-news/our-first-ai-hub-in-india-powered-by-a-15-billion-investment/" target="_blank" rel="noopener noreferrer ugc">Google announced</a> approximately <strong>$15 billion of investment over 2026–2030</strong> centred on Visakhapatnam. The programme includes gigawatt-scale computing capacity, energy infrastructure and a new international subsea connectivity gateway rather than simply one conventional data-centre building.</p><p>The project has already moved beyond the announcement stage. <a href="https://blog.google/intl/en-in/google-ai-hub-scaling-indias-ai-infrastructure-and-community-impact/" target="_blank" rel="noopener noreferrer ugc">Google said in April 2026</a> that construction had formally begun, working with AdaniConneX and Nxtra by Airtel. By August, <a href="https://www.reuters.com/world/asia-pacific/googles-15-billion-india-data-centre-project-battles-water-wildlife-concerns-2026-08-06/" target="_blank" rel="noopener noreferrer ugc">Reuters reported</a> that construction was in full swing.</p><p>There is an important qualification. The project is facing legal and environmental objections concerning water availability and wildlife. Andhra Pradesh has disputed allegations that risks were inadequately considered, while Google says development will comply with applicable law and use cooling designed to limit pressure on local water resources.</p><p>Another major proposal came from Digital Connexion, the joint venture involving Reliance Industries, Brookfield and Digital Realty. In November 2025, <a href="https://www.reuters.com/world/india/indias-reliance-industries-jv-invest-11-billion-data-centre-2025-11-26/" target="_blank" rel="noopener noreferrer ugc">Reuters reported</a> plans to invest about <strong>$11 billion over five years</strong> to develop one gigawatt of AI data-centre capacity around Visakhapatnam.</p><p>That project should still be described as <strong>planned investment</strong>, not money already deployed.</p><h2>Traditional IT Services Are Expanding Too</h2><p>The investment story is not limited to server campuses.</p><p>Cognizant announced a <strong>₹1,583 crore</strong> permanent campus in Visakhapatnam. The company says the facility is planned for 8,000 seats, with development taking place in phases through 2033. <a href="https://news.cognizant.com/2025-12-12-Cognizant-breaks-ground-on-8000-seater-campus-in-Visakhapatnam" target="_blank" rel="noopener noreferrer ugc">Cognizant held the campus groundbreaking in December 2025</a>.</p><p>Reuters had earlier reported that the project would involve roughly 8,000 jobs and that commercial operations at the permanent campus were expected later in the decade. TCS has also planned a Visakhapatnam campus, while Accenture subsequently proposed another large facility.</p><p>These projects matter politically because qualifying technology companies can receive highly concessional land under Andhra Pradesh’s newer technology-investment framework. Reuters reported that TCS and Cognizant secured land arrangements under the state’s incentive structure, while Accenture later sought similar treatment.</p><h2>Where the Naidu Government Deserves Direct Credit</h2><p>N. Chandrababu Naidu returned as Chief Minister on <strong>June 12, 2024</strong>. Most of the projects above were negotiated, approved or moved toward implementation after that date.</p><p>The present government also changed the active technology-policy framework.</p><p>The <strong>Andhra Pradesh IT &amp; GCC Policy 4.0, 2024–29</strong> was notified in December 2024. Subsequent <a href="https://apindustries.gov.in/apindus/Data/policies/Guidelines_LIFT_Policy.pdf" target="_blank" rel="noopener noreferrer ugc">government guidelines for the Land Incentive for Tech Hubs programme</a> provide nominal land pricing for qualifying large IT, IT-enabled-services and GCC projects tied to substantial employment commitments.</p><p>The government also introduced the <a href="https://apindustries.gov.in/apindus/Data/policies/Guidelines_Data_Centers_Policy.pdf" target="_blank" rel="noopener noreferrer ugc">Andhra Pradesh Data Center Policy 4.0, 2024–29</a>, creating a state framework specifically aimed at attracting large data-centre capacity.</p><p>That makes current-government credit relatively strong. The administration did not merely inherit Google, Cognizant and the new data-centre wave after the projects were complete: it participated in project facilitation while introducing policies specifically designed around these sectors.</p><p>That still does not prove that one minister personally caused Google or Reliance to invest. Corporate decisions also depend on power, land, connectivity, talent, costs and the companies’ broader India strategies.</p><h2>But Andhra Pradesh Did Not Discover Technology in 2024</h2><p>The previous administration also left institutional groundwork.</p><p>The state’s <a href="https://apit.ap.gov.in/assets/files/itpolicy.PDF" target="_blank" rel="noopener noreferrer ugc">Information Technology Policy 2021–24</a> already identified Visakhapatnam as a location for an integrated technology park and explicitly targeted emerging technologies including artificial intelligence and quantum computing.</p><p>That policy predates Naidu’s return and deserves recognition as part of the longer policy history.</p><p>There is an important distinction, however: the 2021 policy was scheduled to run only through March 2024 unless replaced or modified. The active IT, GCC and data-centre incentive regimes associated with the latest wave of projects were introduced after the 2024 change of government.</p><p>So this is partly continuity, but more clearly than in some states, there is also substantial <strong>new policy action</strong> after the change in administration.</p><h2>Amaravati Quantum Valley Is a Shared Government Story</h2><p>The clearest example of shared state-and-Union credit is Amaravati’s Quantum Valley.</p><p>In May 2025, <a href="https://newsroom.ibm.com/2025-05-02-ibm%2C-tata-consultancy-services-and-government-of-andhra-pradesh-unveil-plans-to-deploy-indias-largest-quantum-computer-in-the-countrys-first-quantum-valley-tech-park" target="_blank" rel="noopener noreferrer ugc">IBM and TCS announced</a> plans with the Government of Andhra Pradesh for a Quantum Valley Tech Park anchored by an IBM Quantum System Two.</p><p><a href="https://www.ibm.com/quantum/blog/quantum-education-india" target="_blank" rel="noopener noreferrer ugc">IBM confirmed in February 2026</a> that construction had begun.</p><p>The Andhra Pradesh government can therefore claim a direct project-specific role. But the initiative also connects explicitly to India’s <strong>National Quantum Mission</strong>, which the Union Cabinet approved in 2023 with an outlay of ₹6,003.65 crore.</p><p>The Union government’s role became even more concrete in February 2026 when MeitY’s NIELIT signed an agreement with Andhra Pradesh for a dedicated Quantum and AI university campus in Amaravati.</p><h2>The Fair Verdict</h2><p>Andhra Pradesh’s current technology push is more than a collection of MoUs. Google and Quantum Valley have entered construction, Cognizant has broken ground on its permanent campus, and other companies are planning large facilities.</p><p>But the stages still matter. Google is under construction, not operational. Reliance’s AI data-centre capacity remains planned. Cognizant’s final campus will take years to complete. Quantum Valley is being built.</p><p>The Naidu government can fairly claim substantial direct credit for the post-2024 policy framework, project facilitation and partnerships behind much of this pipeline.</p><p>The previous government deserves credit for earlier IT and emerging-technology policy groundwork. The Union government deserves shared credit where national missions, institutions and digital infrastructure materially contribute.</p><p>And the companies themselves are not passive actors in a political success story. Their investment decisions reflect their own global strategies.</p><p>The strongest evidence for Andhra Pradesh will therefore not be the size of its announced investment total.
