Why Parmigiano Reggiano Can Only Be Made in Part of Italy ?

A cheesemaker could start with excellent cow’s milk, use a similar hard-cheese technique, and age the result for years. Even then, the wheel would not automatically be Parmigiano Reggiano. The reason is that the name identifies a protected product whose identity depends on a defined place as well as a defined method.

That is the key to understanding how Parmigiano Reggiano is made: geography is not a decorative origin story added after production. Under the current Parmigiano Reggiano PDO specification, the place governs where the milk comes from, much of what the cows eat, where the cheese is made, where its minimum maturation occurs, and how the product is controlled.

The Simple Answer

Parmigiano Reggiano is a Protected Designation of Origin, or PDO. In the European Union, PDO names have the strongest formal link to place: the relevant production, processing, and preparation stages must take place in the defined region. The European Commission distinguishes PDO from looser geographical-indication categories on precisely this basis.

For Parmigiano Reggiano, that region is deliberately narrow. The current specification covers the provinces of Parma, Reggio Emilia, and Modena, plus the part of Bologna province to the left of the Reno River and the part of Mantua province to the right of the Po River.

So a cheese can imitate the technique and still fall outside the designation. Parmigiano Reggiano is not simply a style of hard cheese; it is a product whose protected identity joins a recipe, a production system, and a territory.

Parmigiano Reggiano Is More Than a Type of Cheese

The European Commission’s eAmbrosia geographical-indications register lists Parmigiano Reggiano as a registered Italian PDO. PDO protection is a form of geographical-indication protection, not a copyright or a culinary award. It protects a product name because the product’s characteristics and production are linked to a specific geographical area.

A useful way to understand the rules is as a chain of provenance:

place → feed → milk → cheesemaking → maturation → inspection → protected identity

That framework is not an official EU classification. It is simply a way to see why the rules extend far beyond what happens inside the cheese vat.

The current specification describes Parmigiano Reggiano as a hard, cooked, slowly matured cheese made from raw, partially skimmed cow’s milk. The milk is not allowed to undergo heat treatment or physical or mechanical treatments such as centrifugation, bactofugation, or microfiltration, and the cheese is made without additives.

Where Parmigiano Reggiano Can Be Made ?

The legal production territory is precise:

the provinces of Parma, Reggio Emilia, and Modena;
the part of the province of Bologna to the left of the Reno River; and
the part of the province of Mantua to the right of the Po River.

The wording matters. Saying only “Emilia-Romagna” is incomplete because part of the PDO area lies in Mantua, in Lombardy, while not all of Bologna province is included. The Consortium uses the same river-defined formulation in its description of the production area.

Milk for the PDO must be produced on farms in the defined area and within the control system. The minimum 12-month maturation also takes place there. The specification additionally requires grating, portioning, and subsequent packaging of prepacked product to occur in the area, with a limited retail exception for direct sale to the final consumer.

Why Geography Is Part of the Recipe

The official single document links the cheese to both natural and human factors. It points to soil and climatic conditions affecting local flora and fermentation processes, while also emphasizing cheesemaking practices developed within the production area.

Feed rules make that link concrete. At least 75 percent of the forage dry matter fed to the dairy cows must come from within the production area, and at least 50 percent of the forage dry matter used must come from the farm’s own land when that land is in the area. At least half of the daily forage dry matter must be hay. Silage of any kind is prohibited on the relevant dairy farms and restocking units.

This does not mean every blade of grass comes from the same field or that geography alone determines flavor. It means the PDO system deliberately ties the milk supply to a regional agricultural system before cheesemaking even begins.

How Parmigiano Reggiano Is Made

The official raw-material list is short: cow’s milk, salt, and calf rennet. The process also uses a continuous natural whey starter from the previous cheesemaking operation.

Evening milk is delivered raw to the dairy and partially skimmed by allowing cream to rise naturally. It is then combined with the following morning’s milk. A natural whey starter is added. Coagulation must be obtained exclusively with calf rennet and takes place in bell-shaped copper vats. The current specification therefore does require copper vats; there is no need to invent a separate biochemical story about copper to explain that rule.

After coagulation, the curd is broken up and cooked. The granules settle to the bottom of the vat into a solid mass, which is transferred to moulds to form wheels. Origin markings are applied, including the distinctive pin-dot wording around the rind and a unique casein plate or equivalent identification system.

After a few days, the wheels are immersed in brine. They then mature for at least 12 months from moulding.

Why Maturation and Inspection Matter

Twelve months is the minimum, not the standard age of every wheel. The Consortium’s current FAQ states that no maximum maturation time is set, and the specification allows age-related descriptors for certain maturity ranges on labels.

Inspection is part of the identity system rather than a ceremonial final step. Cheese cannot be marketed under the PDO until it has reached at least 12 months and bears the oval selection mark. Consortium guidance describes the grade-selection examination at 12 months, while the detailed marking rules organize inspection operations by production batch. Individual wheels are assessed for external appearance and the texture and aroma of the paste, using a percussion hammer and a screw-needle. At least one wheel per production batch is also cut, with more cut if necessary for assessment.

Wheels that qualify in the first or second category receive the oval selection mark. Second-category, or medium-grade, cheese remains Parmigiano Reggiano but is additionally distinguished on the rind. Wheels classified in the third category as downgraded or rejected have their PDO origin markings removed, so they can no longer be sold under the protected name.

Traceability begins much earlier. The side markings identify the dairy, month and year of production, and PDO status, while the casein plate or equivalent system uniquely identifies the wheel.

Parmigiano Reggiano vs Parmesan

This distinction is easy to oversimplify because the law is not identical everywhere.

Within the European Union, the Court of Justice has held that the use of “Parmesan” for cheese that does not comply with the Parmigiano Reggiano specification constitutes an evocation of the PDO. In the EU market, “Parmesan” therefore cannot be treated as a free-standing generic label for any hard grating cheese. The judgment is recorded in Case C-132/05, Commission v Germany.

Outside the EU, the legal treatment can differ. The United States, for example, protects geographical indications primarily through trademark mechanisms, including certification and collective marks, while federal food rules contain a standard of identity titled “Parmesan and reggiano cheese.” That is why the sweeping claim that “only Parmigiano Reggiano can legally be called Parmesan anywhere in the world” is wrong.

For consumers, the practical distinction is simpler: Parmigiano Reggiano PDO refers to the cheese made under the protected Italian specification. A product labelled “parmesan” in another jurisdiction may be a different hard grating cheese governed by different rules.

Why Protect a Cheese This Strictly?

The point of the PDO is not to claim that good hard cheese can only be made in one corner of Italy. It is to make a narrower promise: when the name Parmigiano Reggiano appears on a compliant product, it refers to a defined chain of origin and production.

That chain begins with farms and forage, continues through raw milk and specified cheesemaking practices, requires maturation in the area, and ends with inspection and traceable markings. A cheesemaker elsewhere may make something excellent, but excellence alone does not supply that provenance.

That is why “where” is part of “how.” For Parmigiano Reggiano, the place is not merely the address of the dairy. It is one of the regulated ingredients of identity.
